1. Complete Compliance Testing and Certification (Core Prerequisite)

Engage CPSC-accepted laboratories with ISO 17025 accreditation in advance to conduct full-item testing in strict accordance with U.S. CPSIA regulations. Core test items include: lead content in fabrics and accessories ≤ 100 ppm, 6 regulated phthalates ≤ 0.1%, flame resistance, shoulder strap tensile strength, absence of sharp edges, and anti-choking protection by securing small parts against detachment.
Upon passing testing, obtain official English test reports and issue a valid Children’s Product Certificate (CPC). Ensure the certificate fully matches the product model, age range and production batch. Certificates must be updated on an annual basis; use of expired or misappropriated certificates is strictly prohibited.

2. Implement Compliant Product Labeling and Traceability

Affix permanent, non-removable traceability labels to all export kids’ backpacks — a mandatory check item in CPSC spot inspections. The label must clearly state the product name, applicable age range, manufacturer information, country of origin, production batch number and compliance marking, enabling end-to-end supply chain traceability.
In addition, add English age-appropriate warnings and safety instructions on both the product and outer packaging, in compliance with U.S. packaging standards for children’s products and suitable for omni-channel sales.

3. Enforce Strict Raw Material and Pre-Production Quality Control

Conduct full compliance reviews of raw materials before shipment, and verify compliance documentation for all components including fabrics, zippers, hardware and printed accessories to prevent non-compliant or excess-limit materials from entering production.

Systematically organize and maintain long-term archives of all compliance documents, including official English test reports, valid CPC certificates, raw material compliance certificates, production batch records and traceability logs.
In alignment with the 2026 CPSC e-filing regulations, prepare all mandatory data in advance — including unique product identifiers, applicable regulatory reference codes, production and testing dates, and accredited laboratory details — to support timely platform upload, customs verification and official CPSC e-filing submission.

5. Establish Compliance Risk Control and Emergency Response Protocols

Stay updated on the latest CPSC regulatory changes in real time, and maintain a batch traceability ledger to accurately identify and distinguish each export production batch.
Set up pre-established emergency response mechanisms for spot inspection inquiries, product anomalies and compliance-related recalls. In the event of non-compliance, these protocols enable rapid batch identification, timely product removal and corrective action, minimizing operational risks such as financial penalties, account suspension and brand liability claims.
